There are informational searches (“how much does a Swiss tax return cost”), navigational searches (“Migros opening hours”) and transactional searches (“tax advisor quote Geneva”).
Google shows pages that match the intent. A service page rarely ranks for a pure knowledge question – and a blog post rarely ranks for “provider near me”.
